Defaults were becoming the Achilles' heel of the private career sector. From 1987 on, Congress began passing laws that restricted access to student aid programs. As part of the continuing efforts to dispel negative perceptions about private career schools, Board Chairman William Carson outlined an extensive two-year legislative and public relations action plan to educate the general public about the important contributions private career schools make.
